$4.5 Billion Refinery Investment Signals New Momentum for Egypt’s Energy Sector

Egypt is accelerating its energy transformation, with plans to invest $4.5 billion in refinery development as part of a broader strategy to increase oil and gas production, strengthen energy security and expand domestic capacity.

Karim Badawi, Minister of Petroleum and Mineral Resources, and Ahmed Rostom, Minister of Planning and Economic Development, recently met to align on investment and production priorities for the sector as part of Egypt's FY2026/27 development plan.

The discussion, detailed in a statement from the Ministry of Petroleum and Mineral Resources, underscored the government's commitment to expanding upstream output, attracting fresh investment and growing local value-added activity across the energy value chain.

Minister Badawi confirmed that increasing oil and gas production remains a top priority, alongside efforts to strengthen domestic energy supply and meet growing demand. The centerpiece of this strategy is the planned $4.5 billion investment in refinery development, which is expected to significantly strengthen Egypt's downstream capacity.

In parallel, Egypt is advancing plans to import natural gas from Cyprus for re-export to international markets, reinforcing its ambition to become a regional energy trading hub.

Minister Rostom also highlighted the government's continued focus on strengthening its relationships with international petroleum partners and unlocking renewed exploration and production spending from global and private sector investors. He emphasised that energy security remains a strategic priority for Egypt, with the petroleum and energy sector playing a central role in the country's economic resilience and national security.

These announcements follow encouraging signals from the sector itself: Egypt's petroleum industry returned to growth in Q3 FY2025/26, posting its first positive growth rate — 0.7% -since Q1 FY2023/24, driven by higher domestic output of crude oil, condensates and LPG.
