Egypt's Energy Sector Gains Momentum With 4.5 Billion Refinery Investment Plan

Egypt has officially launched its 2026 international bid round for crude oil and natural gas exploration, opening 14 promising exploration areas to both international and Egyptian companies. The initiative, announced by Minister of Petroleum and Mineral Resources Karim Badawi, marks a significant step in the country's strategy to attract fresh investment, strengthen domestic production, and advance the goals of its government-led five-year production growth plan.

Strengthening Ties with Global Energy Partners

The announcement came during a productive meeting between Minister Badawi and the heads and senior managers of international oil companies operating in Egypt as key investment partners. The discussion offered a comprehensive review of current production and exploration performance, while charting plans for exploration, field development, and production growth over the next five years — reinforcing Egypt's commitment to transparent, forward-looking collaboration with its investment partners.

A Broad, Strategically Located Portfolio

The bid round, which opened for applications on Tuesday, features a well-rounded mix of offshore and onshore opportunities across some of Egypt's most prolific energy regions:

  • Eight exploration areas offered by the Egyptian Natural Gas Holding Company (EGAS), spanning the Mediterranean, the Nile Delta, and North Sinai, with applications open until noon Cairo time on 11 December 2026.
  • Six exploration areas offered by the Egyptian General Petroleum Corporation (EGPC), across the Gulf of Suez, Sinai, and the Western Desert, with applications open until noon Cairo time on 11 November 2026.

All areas are being offered digitally through the Egypt Upstream Gateway (EUG), reflecting the ministry's continued commitment to a transparent, competitive, and streamlined bidding process under production-sharing agreements. The platform will support the full bid lifecycle, including access to technical data, responses to investor enquiries, and the technical and financial evaluation of submitted proposals.
